The Foreign Office informed us on the 21st of April that they proposed to ask Lord ... to bring in a Bill into Parliament on the subject, but they requested our further opinion, which was furnished by the ... on the 26th of April.
The Board of ... informed us that they concur in the proposed measure, but suggest that as the Emigration Commissioners are the chief authors, they should prepare the Bill. This seems reasonable.
